US Public Buildings Service is Hiring a Supervisory Program Specialist Near Seattle, WA

Duties

  • Manages and provides oversight for a variety of regional PBS Building operations programs, to include operation and maintenance, elevator, building automation systems, and Computer Maintenance Management Software (CMMS).
  • Acts as a touch point to Central Office and ensures the regional communication and oversight of all national policies, practices, and directives affecting the assigned program area(s).
  • Establishes and conducts an ongoing program assessment for the purpose of evaluating regional maintenance management and procedures including inspections of all building systems and components to ensure equipment and systems are in sound/stable condition and capable of operating at specific performance levels. Maintains regional equipment standardization, tests, and evaluation programs.
  • Assists the Branch Chief in the development of work measurement systems, establishing long-range program goals and monitoring of measures and results.
  • Provides technical guidance and assistance to the field offices in the accomplishment of program goals in the maintenance management and energy conservation programs.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones, and evaluates overall program accomplishment and significant contributions in terms of agency guidelines.
  • Oversees and participates in the preparation of annual budget estimates and the administration of approved allotments. Evaluates expenditures of funds against allowances and the results achieved.
  • Reviews requests and justifications for supplemental allowances of funds and staffing. Develops and coordinates with stakeholders and partners, long-range planning based on anticipated program expansion and other changes; construction of new buildings; developments and trends in related PBS areas; and other pertinent factors related to field activities.
  • Oversees the management and administration of PBS regional Operation and maintenance programs.
  • Performs the full range of supervisory and managerial duties, responsibilities, and authorities for staff managed.
  • Prepares and/or reviews workload documentation in conformance with the current guidelines in order to establish a basis for determining funding and/or contractor staffing levels for GSA owned or operated facilities throughout the Region. Initiates revisions when required by a change in workload inventory or production standards.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-13 salary range starts at $115,793 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing the effectiveness of facility operations and providing recommendations for improvements. This experience includes providing evaluation and monitoring of building operations and maintenance programs to ensure compliance with contract requirements and industry standards; understanding of the maintenance and/or repair of large building mechanical systems; and providing technical guidance and assistance in the accomplishment of program goals.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Ability to direct, coordinate and review Regional programs and functions through subordinate program managers.
  • Ability to work collaboratively at all levels to achieve results, while promoting the exchange of information among key stakeholders.
  • Knowledge of technical and operating background in mechanical operation and maintenance of building heating, ventilating, and air conditioning systems.
  • In-depth knowledge of technical and operating concepts, principles, and practices required in the maintenance and operation of government owned and leased buildings.
  • Knowledge of qualitative and quantitative methods and techniques to analyze and assess the efficiency and effectiveness of a variety of building operations and programs.
  • Ability to contribute to the creation of and make major recommendations to the annual budget. Evaluate expenditures of funds against allowances and the results achieved.
  • Knowledge of policy formulation and long range planning in connection with prospective changes in functions and programs and addressing other similarly challenging programmatic issues and decisions.
  • Ability to supervise and plan work to be accomplished by subordinates, set and adjust short-term priorities; assign work to subordinates based on priorities; assure, reasonable equity of performance standards.
  • Ability to effectively communicate through facilitation, coordination and meeting skills to achieve positive working relationships.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
